Circular tendering process, fully documented

In 2019, Kamp C organised a circular tendering process in preparation for the construction of Belgium's first circular building: 't Centrum. This building will integrate as many pillars of circular construction as possible. Together with a host of partners, Kamp C is setting up an exciting and innovative learning process around the building and the construction process, from which the entire construction sector can draw inspiration.

From selection via dialogue to award
- In order to introduce circular construction to all construction actors, Kamp C organised five master classes in advance. These meetings revolved around the seven pillars of circular construction and formed the starting point of the 't Centrum project. Many architects, contractors, technicians and manufacturers participated.
- The official tendering process started in November 2018. In the first phase, the selection guide was published. Seven consortia applied for the selection phase. In the end, three consortia were retained for the second phase: the dialogue.
- In the dialogue phase, the Camp C assessment team invited the three consortia twice. The participants were given the opportunity to feedback with the client and discuss their own interpretation. The aim was to match supply and demand as closely as possible, share knowledge and improve the assignment.
- In the final phase, the three consortia were given the final assignment, after which they submitted their tenders. The proposals were then assessed on three award criteria: the sketch design and the integration into the building's environment, the degree of circularity and the plan of approach.
After an intensive assessment process, the Kamp Circulair consortium was chosen as the winner at the end of January 2020.
The construction of 't Centrum will start in early 2021.
